CESP covers the installation of a number of energy saving measures. However due to the inclusion of a bonus structure there are some measures which are more likely to receive funding. For example, some measures, such as solid wall insulation, are being given a carbon savings 'uplift' of 200%. In addition the installation of subsequent measures, such as fuel switching, will result in the award of a whole house bonus, 'uplifting' the carbon saving even further.
The following table has been taken from "The Electricity and Gas (community Energy Saving Programme) Order 2009" and lists the measures eligible for a carbon saving 'uplift', either on an individual or whole house basis:

A further bonus is also available for the installation of measures to more than 25% of the properties within a CESP area.
Eligible Areas
There are approximately 4,500 areas in England, Scotland and Wales which are eligible for CESP. These are made up of the 10% most deprived areas in England and the 15% most deprived areas in Scotland and Wales.
CESP applies to both social and privately owned
properties.
Levels of Funding
CESP is a new obligation and therefore understanding around the level of funding available is still developing. However experience so far has shown that CESP funding will not cover the full cost of implementing the energy efficiency measures. When preparing for the 2010-11 financial year it is important that local authorities and social housing landlords take the anticipated level of funding into consideration when planning their budgets.
